It was during the Reagan/Bush administrations that the Base Closure and Realignment program was started and it was under Bush I that the draw down started. It was also under the Bush I administration that most of the cuts in military funding was initiated. Do a google on this, you might be surprised and also gain a little ammo to fire back at the liars with.
