		<description>I honestly think it's the people in both parties.

Take Mark Foley for instance. Back when he was running for his first elected post, he was a Democrat under the tutelage of an older politician. The older guy was somebody that I had heard bad stories about. Mark was one of those people who would look at you sincerely after you had explained why it would be good to vote a certain way and agree, but when he got into the council chamber, he would vote the way his mentor told him. I thought he was a weenie. Then one day a friend told me he had overheard a conversation between Mark and his mentor that displayed the deliberate intent to deceive us. I believed it because my friend lived out of town and had no conceivable reason to lie.

The next thing we knew, he decided to run for state office then national office, became a Republican and swept out all those nasty old corrupt Democrats with Newt Gingritch.

There are a few people who have lots of money. They take advantage of whatever situation presents itself. There are people who want the money and are in a position to facilitate the desires of the first group. The question is, how can underrepresented people stop this loop and cripple it in some way?</description>
